    Al Gore said many parties should share the cost of a “Global Marshall Plan”

    This false claim is a distortion of what Gore wrote in his 1992 book Earth in the Balance. While Gore did advocate for a “Global Marshall Plan” for the environment, Gore specifically wrote that the cost of the plan would have to be shared by many parties. From Page 303 of the paperback edition:

    Today, of course, the United States cannot conceivably be the principal financier for a global recovery program. ... The financial resources must now come from Japan and Europe and from wealthy, oil-producing states.
